The Challenge

Proportional Response Without Sacrificing Accountability

Not every incident requires a full-site evacuation. A small chemical release in one unit shouldn’t trigger a company-wide muster if the incident is contained and personnel in adjacent areas are safe. But scaling response proportionally introduces a new problem: how do you maintain accountability for the affected area without losing visibility into the rest of the site?

The legacy approach forced an all-or-nothing decision. Either muster everyone — disrupting operations across the site — or rely on radio check-ins and manual headcounts for the affected zone, risking incomplete accountability when speed matters most.

During a Responsible Care™ audit, this gap became explicit. Auditors asked a straightforward question: “Can you tell me, right now, who is in Building 4?” The answer required phone calls, radio checks, and cross-referencing badge swipes with shift schedules.
