The Mustering Gaps Kim Didn’t Expect
Kim is excited about her new role as emergency response leader. However, she promptly discovered several gaps in the mustering process that were caused by the plant’s use of the physical access control system, or PACS, for mustering.
First, she learned that people were confused about whether or not the PACS software captured their presence at the muster area because the badge reader gave an unclear response, the software failed to count them because they went to the wrong muster point, or they forgot their badge.
Second, each muster point had an IN reader and an OUT reader, where the software takes them OUT of the plant and off the site list when they badge IN. Then they need to use the OUT reader to get back IN the plant when it’s over. This is very confusing for everyone, including Kim who has to decipher printed reports.
Digging deeper, she discovered she could lose count of people on site and lacked data for after-action analysis. Kim needed to close these gaps, and quickly.
